The traditional meaning is a message that will change everything or put things in their place: a letter, a call, a document, an official reply. Twelve, as the number of months in the year, is also linked with waiting and deadlines.

For comparison: the most frequent sums, 10 and 11, come up 12.5% of the time, and the rarest, 3 and 18, 0.46% of the time.
